Contractor Rules and Regulations
Guidelines and Procedures for Contractors and Service Personnel
- Landlord and Agents
As the Landlord, Buccini/Pollin Group or its authorized agent (Manager) may enter contracts for construction, effect change orders, and may take corrective actions deemed necessary to enforce the contract terms and conditions. All contractor activity at the properties must be approved by the Landlord.
- Rules of Conduct
All Contractor activities must be conducted in a professional manner. Contractors must keep in mind that the Manager is responsible for providing quality service to all customers, tenants, and visitors of the building. Poor conduct reflects unfavorably on the Contractor’s job performance and on the Manager’s staff.
- Entry and Exit from the Building
Before or after normal working hours, access to the building will be controlled by security. After-hours access should be requested of the Landlord’s office with a 24-hour notice. Access Saturday and Sunday will be handled in the same manner.
A photo ID is required for all of contractor’s workforce personnel to access the building. Anyone not having a valid photo ID will be refused entry – no exceptions.
- Cooperation
To ensure quality work, completed in a timely fashion, the Landlord’s Office will cooperate equally with all contractors. Contractors are urged to be considerate of the needs of tenants, building management and fellow contractors.
- Charges to Contractors
After hours response to any construction related emergency, fire alarm zone bypassing or sprinkler system shutdowns will result in the contractor charged 4 hours minimum at the current Engineering overtime rate at the time of the occurrence. Engineering rate $125 per hour.
- Building Personnel
If assistance is required to interface with active systems, building personnel must be contacted through the Management Office.
- After-hours Emergency Phone Numbers
General Contractor’s will provide building management with after-hours emergency phone numbers for the project manager for each trade.
- Construction Lighting
Lighting is the responsibility of the General Contractor and must be turned off at the end of each workday.
- Use of Building Personnel
Any incidents requiring the services of building personnel will be billed to the General Contractor on an overtime rate.
- Piping and Electrical Penetrations
All floor, ceiling, deck, and fire-wall penetrations must be sealed with NFPA approved materials and approved by landlord.
- Fire Alarm Systems
Before work may commence, all systems must be coordinated with the Property Management staff and the current fire alarm company to interface with the base building Fire Alarm System and Emergency Procedures.
- Disabling of fire system – the Property Management staff will operate the systems, no exceptions. 24-hour notice is required for any shutdowns.
The Property Manager should be contacted immediately in the event of an emergency.
- Hot Work
For any hot work being done, Contractor must receive a Hot Work Permit from the Chief Engineer before starting any work and must sign and return the permit to the Chief Engineer upon completion. 24-hour notice is required prior to initiating any hot work.
- Core Drilling
All work to involve core drilling and/or hammer drilling must be scheduled to be completed, and it creates a nuisance to another building tenant, this work will need to be done after hours. Building Management must be notified of any core drilling with 24-hour notice prior to the work commencing.
- Smoking Policy
Smoking is not permitted in the building.
Smoking may only occur in designated areas – no exceptions. Any violators will be escorted from the site and may not return for the remainder of the workday.
- General Conditions
The Contractor shall recruit and supervise the proper number of employees to perform the work.
Management has the right to require the Contractor to remove from the contractor’s work force any employee deemed incompetent, careless, or otherwise objectionable or any personnel whose actions are determined to be contrary to public interest or inconsistent with the best interest of the property.
Damage or pilferage of the property or its contents by the Contractor or the Contractor’s employees is the Contractor’s responsibility. Contractor will reimburse costs or losses to the property.
All Contractors(s) and their Subcontractors are responsible for ensuring their labor force adheres to all OSHA, state, and local safety requirements. This is to include, but not limited to the use of hard hats, safety glasses and hearing protection (when required) in all areas of construction.
- Restoration
During the construction process, areas such as mechanical rooms and electrical closets generally receive visits from many contractors to perform various tasks. During such work, piping, flooring, and walls tend to receive many scratches, marks and dents which leave these areas unacceptable. All finishes to walls, piping, flooring, and equipment must be fully restored back to original condition. No touch-ups are permitted. Paint specifications may be obtained from the Chief Engineer.
- Serious Offenses
Serious offenses that will result in immediate dismissal from the premises or closing of the job include:
Core Drilling during unapproved hours. Core drilling must be approved 24 hours in advance by the Property Manager.
- Drinking alcohol on the job or coming to work in an intoxicated condition.
- Possessing or consuming drugs or any illegal substances while on the property.
- Violating any Local, State or Federal Statues while on the property.
- Possessing firearms, explosives, or weapons while working on the property.
- Physically or verbally abusing any individual who works or visits the building.
- Duplicating any keys or illegal entrance into any restricted space within the property.
- Gambling with any individual while on the property.
- Intentionally harming or destroying any property.
- Sleeping on the job.
- Behaving in a disorderly manner
- Loud playing of radios or recorders
- Loud or foul language that may be heard by occupants of the building.
Manager is committed to dealing fairly with all individuals when administering these rules. However, it is Manager’s expectation that all individuals will readily observe these rules as they conduct their professional affairs.
- General Requirements
- The Contractor shall visit the site and familiarize itself with the conditions under which the work is to be performed.
- The Contractor shall verify all dimensions and quantities in the field.
- The Contractor shall not perform any work unless it has received prior plan approval from all required parties.
- Contractor shall perform all work in accordance with local codes.
- Contractor must obtain all necessary permits prior to any work being performed and must furnish copies to Manager as requested. Permits must also be visible in the area of construction.
- Contractor must keep all work materials and activities within designated work areas unless approved by Property Manager.
- At completion of its work, the Contractor shall ensure that all surfaces are clean and unmarked. If Contractor does not clean the area, Manager will clean area and charge the Contractor accordingly.
- Contractor shall repair all damages caused by his employees or subcontractors during construction.
- Unless otherwise specified in the approved plans, existing finishes in all areas affected by construction and/or demolition shall be restored by Contractor by matching existing materials in color, finish, and size.
- Doors and frames shall be painted and finished according to the building standard finish specification unless otherwise specified in approved plans.
- Unless otherwise specified in the approved plans, reuse doors where possible. Fill and paint all nicks, gauges, and surface blemishes on all doors and frames.
- Unless otherwise specified in the approved plans, holes left in ceiling grid after removal of partitions shall be filled with an acceptable filler and spot painted to match the grid color.
- Damaged metal ceiling grid components shall be replaced with new elements to match the existing style and color.
Unless otherwise specified in the approved plans, the Contractor shall supply and install ceiling tile to match the existing style and color. Contractor shall replace all broken or damaged tiles.
